Running old PC games

I have Backyard Soccer files (cue and bin). How do I play them? Also, I have the Backyard Soccer exe but am not able to play the game since I need Windows 98 to play it, is there a way around this?

Try using Dfend, its a nice front end that helps you play Dos games. It also comes with dos-box.
You just intall the game you want with the wizard option and its fairly easy to setup.
You can search for a toturial in the web.

if you right click on the exe file click properties. Then go to compatibility mode and select compatibility mode for windows 98. As for the bin and cue files you need to mount the image on a virtual drive and go from there as if you are using a physical disc. hope this helps.

Doing some research it is a ScummVM compatible game, that might be the easiest way to play it. Depending on what OS architecture you are on (x86 vs x64) some games cannot even be played on an x64 OS as they may have a 16-bit executable file. While others are just a pain in the butt to get working, I would try out ScummVM, if you haven't used it, it is basically a frontend/engine emulator for many classic old games (mostly point and clicks).

Just check your local thrift store. I've picked up Windows 98 era PCs for under $10.

I could recommend this beautiful emulator, that emulates all kinds of PCs and Graphic Cards and they are still updating it with new ones.

I didn´t tried it yet myself so I can´t be much of a help with troubleshooting but it looks really good and I will definitely try it myself soon.

Try Retroarch it's a multi emulator and works on all windows.
