I would say yes they can be re-programmed they are a modchip after all.
Not sure if an rgh chip can be used on all consoles as there may be differences from one mobo type to another. That shouldn't be too hard to determine

yes, you can use the modchip in another console no problem if thats what youre asking, its not like you are "marrying" the modchip to the xbox. You might have to reflash the modchip tho because of the timing files, every console is different.

The chip can be moved to any console that can support it, no need to reprogram anything in most cases unless your using an older chip that needs specific timing files for different machines , also if your using a CR4, don't program anything! They can't be nor need to be reprogrammed in any way,

The nand dumps you make from a console however are specific to that console, so if you have nand dumps from a machine and it dies, you can't just flash that to a new system, to mod the new system you need to dump the band that's on that system, every nand is unique to the one system, hence why backups are important.

Falcon, Jasper, Trinity, and Coronas can use the rev c, d, matrix v1, v3, and the acev3
For the winchester up to mid 2013, i have only used an acev3
Timing files will need to be re-programmed, and some times a cap removal, or bridge will need to be made to the chip
