Technically Yabuase, but sadly that emulator has rather poor compatibility. My go to is Mednafen. It's a command base emulator, but it's not hard to get it up and running. I won't get into details here but head over to mednafens site. They have instructions as to how you can get Mednafen set up to start playing saturn games. There's also Youtube.

Grab the saturn BIOS, make sure game is BIN/CUE, drag and drop BIN/CUE to EXE.......Profit?

SSF japanese emulator is the best for me and it has a gui

IF** you have 64 bit system, Def. use Mednafen (64 bit only)

Search the web for a front end called "MedLaunch", simple frontend to config mednafen

32 bit u have to use SSF, which requires mounting the images in a virtual drive

Yabuse is at the bottom of the list.

Using the Saturn Mednafen core in Retroarch is another option, and it's my personal go to.

Why is Saturn so hard to emulate? Hell even if your console is chipped its hard to burn a disc properly...

The hardware was quite complex for its time, with many developers struggling to optimize for its multiple processors, let alone hobbyists attempting to emulate the system. It also sold considerably less than the PS1 and the N64, so the overall interest in Saturn emulation hasn't been that high historically.

Having said that, SSF has had very good compatibility for at least 10 years, although updates have really slowed down in the last few years. Saturn Mednafen has frequent updates, and offers fantastic compatibility, although you really need a modern quad-core i5 for full speed. Yabause is also in perpetual development, as is the brand new emulator Nova.

Saturn emulation is an absolutely fantastic place, all things considered.

Buy a Saturn console + Action Replay cart - then install PseudoSaturn :)

Yabu is great for beginners... But you will quickly learn emulations is bad cause the console was bad. Sad cause it was ahead of its time.

I have, works pretty well and the dev seems to be updating it quite often. You can use Bluetooth controllers with it as well.

I've been using SSF and I'm pretty satisfied with it. On this here i3 laptop, it allows me to mount ISOs with virtual CloneDrive and run Sega Saturn CDs. It's basically a portable Sega Saturn now and the only reason I don't play it more is I have no time to.

I'd still like to figure out why I keep having to randomly reset the controls though.

I've got it for my Samsung Galaxy Note 8, and I have had mixed results. Some games work fine, some will run, but a bit slow, and a few games don't work at all.
