No, only BIN/CUE are accept, converted to VCD image using POPS2CUE program.
It's possible however, convert any PS1 image format to Bin/Cue.

Anyway I want to add on to what Gilbert was talking about. Say you get a PS1 game that has multiple Bins/cue. Simple way to merge them to one Bin/cue is to mount the game using the cue file by using daemon tools, then after you mounted it, use a program called imgburn to merge them in one. Click on create img file from disk, look to see if the virtual disk is selected and boom you should end up with one bin/cue file to convert for popstarter.
